What is a city builder?

A city builder asks the player to plan and grow a settlement: place housing, production and roads, and keep the population fed, housed and working. Banished, Northgard and Dwarf Fortress are city builders.

A good city builder can fail. Dwarf Fortress turns collapse into folklore, Northgard makes winter the enemy, and in Banished one bad harvest becomes a famine.
